Description: The HL7 V3 Implementation Guide: Data Segmentation for Privacy (DS4P) specifies the use of security labeling at the CDA Header, Section and Entry levels. The HL7 DS4P Implementation Guide (IG) provides conformance guidance that allows any electronic health record (EHR) or Health Information Exchange (HIE) to appropriately enforce patient, organizational, and jurisdictional privacy policies during the exchange of almost any EHR. It aims to be a compact model of HL7 and related IT industry standards that enables data segmentation. HIEs are expected to use the privacy annotations and metadata specified in this IG to protect the information exchanged from an unauthorized re-disclosure.

The project scope is the publication of a U.S. realm DS4P normative specification as an exemplar for an IG that could be used by other realms. This IG entails :
- A CDA R2 content profile specifying constraints consistent with the DS4P requirements
- Two US-specific transport profiles for NwHIN Direct and Exchange constrained based on the DS4P requirements

The DS4P IG identifies the normative standards that it constrains, and a description of how the IG is compliant with its base normative standards. The IG includes implementation guidance to developers to ensure semantic interoperability.
Technology/Standard Usage Requirements: Users must ensure their use of this technology/standard is consistent with VA policies and standards, including, but not limited to, VA Handbooks 6102 and 6500; VA Directives 6004, 6513, and 6517; and National Institute of Standards and Technology (NIST) standards, including Federal Information Processing Standards (FIPS). Users must ensure sensitive data is properly protected in compliance with all VA regulations. Prior to use of this technology, users should check with their supervisor, Information System Security Officer (ISSO), Facility Chief Information Officer (CIO), or local Office of Information and Technology (OI&T) representative to ensure that all actions are consistent with current VA policies and procedures prior to implementation.
