Description: Rational ClearQuest is a workflow engine used primarily for change request and issue and risk tracking. Rational ClearQuest integrates with requirements, development, build, test, and deployment utilities from International Business Machines (IBM) Rational. The technology provides distributed access to defect tracking and software change management processes through replication and synchronization of Rational ClearQuest repositories.

This entry includes the ClearQuest Server and Client components.

This technology requires a database in order to store data, and supports DB2, Oracle Database, and Microsoft Structured Query Language (SQL) Server.

Rational ClearQuest is being deprecated in favor of Rational Team Concert (RTC). Users of the Office of Information and Technology`s (OI&T) Enterprise Project Management Office`s (EPMO) ClearQuest must migrate to the EPMO`s Rational Team Concert implementation to be compliant with EPMO requirements. With the inception of the Veteran-focused Integration Process (VIP) mandates, Rational Team Concert is the approved technology for OI&T VIP IT initiatives for software configuration management.

Rational ClearQuest may continue to be mounted as a READ-ONLY repository for archival purposes only as a reflection of past software deliveries. It must remain fully patched until such time as the archive can be dismounted by the VA Rational Team as no longer necessary. The technology MUST NOT be used for continuing or new software development or deliveries.

This technology is approved for use by the OIT Rational Implementation team for special data collections but not approved for EPMO project development teams.
Technology/Standard Usage Requirements: Users must ensure their use of this technology/standard is consistent with VA policies and standards, including, but not limited to, VA Handbooks 6102 and 6500; VA Directives 6004, 6513, and 6517; and National Institute of Standards and Technology (NIST) standards, including Federal Information Processing Standards (FIPS). Users must ensure sensitive data is properly protected in compliance with all VA regulations. Prior to use of this technology, users should check with their supervisor, Information Security Officer (ISO), Facility Chief Information Officer (CIO), or local Office of Information and Technology (OI&T) representative to ensure that all actions are consistent with current VA policies and procedures prior to implementation.

Section 508 compliance may be reviewed by the Section 508 Office and appropriate remedial action required if necessary.
